Following the emergence of Highly Pathogenic Avian Influenza in South-East-Asia a need for collaborative effort to control emerging and Transboundary Animal Diseases (TADs) in the region was emphasized by a SAARC-FAO expert level meeting in 2005. It was the realization of this need that the Thirteenth SAARC Summit held in Dhaka in the same year approved the "FAO-OIE Global Framework for Progressive Control of Transboundary Animal Diseases (GF-TADS) for South Asia". This highlighted the urgency for establishment of a mechanism to bear the responsibilities thus generated. In the very Summit the heads of State or Government noted the offer of Nepal to host the "Regional Support Unit". The Government of Nepal then allocated space for the RSU-SAARC within the premises of Directorate of Animal Health, Tripureshwor, Kathmandu.
